-Yes, it gives bonus to up to 10 members, if you are squadron leader and have Leadership 5 trained. It also has an hidden bonus of giving 2% lock speed to your gang mates per level.
-Well, not so hidden. That was the original reason for training up Leadership before they brought fleets in. Very Happy
-To the OP: if you want to give bonuses to more people, train up Wing Command and Fleet Command. With the right fleet structure, you can be granting bonuses to ~250 people.
